Urban electric public transport: financial and economic aspects of
development (based on the example of the city of Perm)

Abstract: The article discusses the financial and economic aspects of the development of urban public electric
transport in modern conditions. The methodological basis of the study was the approach developed by Russian authors to
the analysis of problems of property management in municipalities, which is associated with the importance of assessing
the efficiency of the use of municipal property, taking into account the amount of income generated and the social effect.
The author, in the context of the current regulatory framework, using the example of the municipality of Perm, shows the
financial and economic problems that currently arise in connection with the need to update public electric transport and
choose a rational solution, taking into account the provision of the necessary quality of transport services (physical and
price accessibility; comfort and convenience; safety, etc.). In this regard, the article carried out a comparative analysis of
the cost of a trip to Perm and in the largest cities of Russia, and also discussed issues related to the possibility of solving
problems of financing electric transport development projects from the city budget. The author presents the results of an analysis of the strengths and weaknesses of the development of the urban electric transport system in Perm, which can
be used in the selection and justification of projects for the use of fundamentally new types of electric transport (motorsuspension vehicles, unmanned electric transport, etc.).
