Regional financial security assessment taking into account the risks of financial threats at strategically significant enterprises

Abstract:

The paper analyzes the key indicators of the financial security threats for the purpose of financial security monitoring using the example of the Omsk region. Taking into account the available publications on this issue, the threats to financial security and a list of indicators were identified; they were used as the basis to estimate the risk level for the territory under consideration. The methodology was tested using the public financial data of three large enterprises of the Omsk region for three years period. Calculations of the general risk level showed that the main area requiring management decisions was the credit policy efficiency. In addition, the sustainability of enterprise development is also the subject of significant risks. It was revealed that the key threats to financial security are the use of ineffective credit policy, loss of financial independence and debt buildup. These trends reduce the pace of development for special regional competitive industries turning the investments to be risky and increasing the discount.
