Abstract:

Introduction. There is a need to form a neo-industrial sector based on the raw material component of the oil and gas industry with high value added products. The study is based on the problem and tasks in the oil and gas industry of Russia to improve the approach to the reproduction of the raw material base in the oil and gas industry.

Materials and Methods. The study uses a neoindustrialization policy. Neoindustrialization is a sys-tematic approach of new forms of production organization based on the introduction of creative trends in the field of petrochemistry. Such a policy is especially important at the time of global active industrial up-grading in the extractive industries.

Results. The key to success and neoindustrial creation is the parallel extraction of profits from raw mate-rials and semi-finished products of the oil and gas industry and an effective state-corporate system deployment to maximize value added cost through the production of science-intensive products of final demand.

Conclusions. The creation of a diversified industrial complex relying on the internal mineral re-source base, taking into account that oil and gas reserves are a major competitive advantage for the country, if a well-thought-out strategy of industrial and technological development of the economy, including as an integral part of the effective use of rental resources, in this case it is scientific and technological progress and digital transformation.
