LABOUR PRODUCTIVITY: CURRENT STATE AND HIDDEN RESERVES

Abstract:

Introduction. This study is aimed at studying the causes of low labor productivity in the Russian Federation and the search for reserves to increase it. The purpose of the article is to present the results of the study concerning the managers’ awareness of the state program aimed to increase productivity, current state of labor productivity in the organizations of the Kemerovo region, growth reserves of this indicator and the possibilities of using lean production technology. The main hypothesis of the study is that there are significant reserves for labor productivity growth in the economic entities of the Kemerovo region, but due to different circumstances, the management of organizations pays little attention to the problem.

Methodology. The study is based on a survey strategy. A free interview was chosen as the main method of collecting information. In total, 35 managers of different levels from different sectors of the economy were interviewed. The interviews were conducted at the respondents’ workplace. Then a full ver-batim transcript of the interview audio recordings was made. 29 % of respondents were top managers, 14 % were Deputy CEOs, and the others were the heads of departments.

Results. The results partially have confirmed the research hypothesis that there are internal reserves of productivity growth in almost all organizations and in all industries. In the course of processing the re-sults a significant backlog of Kemerovo region management from modern trends has been revealed: the project approach is poorly used, there are significant problems in the labor organization and poor awareness of lean production tools. The experts emphasized the lack of competence of a large number of staff.

Conclusions. According to the results of the study, it can be concluded that, if the current approach to the organizations management is maintained, the implementation of the priority state program of productivity incensement may be under threat. It requires a deep analysis of the employees’ competence correspondence to their positions, the generation of personnel development programs (primarily contrac-tors), the development of standards and rules of labor behavior and the formation of a culture of continuous improvement of labor results.
