INSURANCE MARKET POTENTIAL DETERMINATION FOR VOLUNTARY SOCIAL INSURANCE DEVELOPMENT IN THE REPUBLIC OF KAZAKHSTAN

Abstract:

Introduction. Society sees the social protection of citizens as binding relations of compulsory nature. Market economy development contributes to the formation of voluntary protection relations against social risks through the insurance market. Despite the presence of the existing insurance market in the Republic of Kazakhstan and the increase in the level of its professional participants reflected in the growing volumes of insurance premiums collected, the development of voluntary social insurance remains an unsolved task. Therefore, a case study of the development of the main and secondary professional participants in the insur-ance market of Kazakhstan from 2008 to 2017, as well as an analysis of citizens’ insurance costs (in gen-eral) to identify the real material possibilities of society directed to insurance costs, are conducted in the article. The reasons for their change in quantity and by year are determined.

Aim. It is to assess the possibilities of the insurance market in Kazakhstan for the voluntary social in-surance development focused at expansion of the range of insurance protection for citizens.

Methods and methodology. Empirical and comparative methods, as well quantitative and qualita-tive processing of the insurance market data were used.

Results. The activity of the insurance market professional participants in Kazakhstan is assessed, the dynamics of insurance premiums collected are presented, and the reasons for their decrease and increase are identified. The assessment is based on the official indicators of the insurance sector in Kazakhstan and pre-sented in tabular forms for clarity purposes. In addition to absolute indicators, relative indicators expressed in percentages and proportions are also given for the readers convenience.

Conclusions. On the basis of the analysis, the potential of the investigated market is determined, at-tention is paid to the issues of insurers financial stability and the author’s vision in identifying insurance products related to voluntary social insurance, is presented. The author also notes the absence of self-regulatory mechanisms that would contribute to the stabilization and more systematic development of types of insurance, including socially oriented ones. The special role of compulsory employee insurance against accidents in the performance of labor (official) duties, which instills a culture of social responsibility of the society, has been highlighted. According to the author, personal insurance can indirectly be considered in the aspect of social insurance, since they have much in common with each other, namely in the objects of insurance protection of citizens. However, due to the fact that social insurance has a direct connection with social labor, the expediency of separating it into a separate subspecies as a part of personal insurance with reference to work by age parame-ters, reasons for unemployment and other criteria, is determined.
