COMPLEX OF ORGANIZATIONAL AND PEDAGOGICAL CONDITIONS OF EFFECTIVE DEVELOPMENT IN THE REGIONAL QUALITY CONTROL SYSTEM OF PRIMARY GENERAL EDUCATION

Abstract:

Introduction. The article considers the quality of education as a complex characteristic reflecting the renewal and development of modern education. The federal state quality control of education allows an ob-jective assessment of the state and is a mechanism for improving the development of education through the implementation of organizational and pedagogical conditions. The aim of the article is to develop a regional quality control system for primary general education, which will be more effective if certain organizational and pedagogical conditions are observed, using a cluster approach to the construction of these models.
Methods. The main attention in the article is paid to general scientific methods of theoretical re-search. The methodology is represented by personality-activity, integrated and cluster approaches.

The results consist in the creation of theoretical and methodological research within the framework of the theory and practice of the system of evaluation and control of the quality of education, which made it possible to identify the main organizational and pedagogical conditions for the development of a regional system of quality control of primary general education.

Conclusions. The authors came to the conclusion that of the whole variety of conditions, the optimal ones were (on the example of the Omsk Region): information-technological, social-public, personal, finan-cial and scientific-methodical.
