Abstract:

Introduction. The problem of research relates to the theory and methodology of vocational educa-tion. The problem is the need to resolve the current contradiction between the growing need for qualified personnel in the tourism industry and the lack of development of models of formation of value attitude to the rules of law in the bachelors of tourism training. The purpose of the article: to develop a structural and func-tional model forming value attitude to the rule of law in bachelors of tourism.

Materials and Methods. Research methods included factor and axiological analysis, pedagogical modeling. The methodology is represented by the activity approach.

Results. The results are to create a structural and functional model forming value attitude to the rule of law in bachelors of tourism implemented in the University education. The article presents a model of a set of blocks reflecting the relationship of the structural elements of the pedagogical process and their functions in the formation of the components of value relations. The relevance of the process is determined by the action of objective, regulatory, declarative and industry factors. The content consists in the implementation of or-ganizational and pedagogical conditions: the legal training of the bachelor of tourism is dominated by the axiological mechanism “search-assessment-choice-projection”, introduced value-oriented technologies (portfolio, debate, case study, project-technology). The result of the process is characterized by an increase in the level of formation of the components of the value attitude. The confirming experimental data are pre-sented.

Conclusions. The authors came to the conclusion that the studied process is adequately reflected by the structural-functional model, which includes methodological, structural, substantive, functional and effective-evaluation blocks. The introduction of the model in the University contributes to the level of formation of the components of the value attitude of the bachelor of tourism from the formal to the perspective.
