INFLUENCE OF EDUCATIONAL MIGRATION ON EDUCATION SYSTEM THE BORDER REGIONS OF RUSSIA (ON EXAMPLE OF OMSK REGION)

The article is devoted to analysis of dynamics of number of foreign students from CIS countries studying in the major universities of the city of Omsk for 2013–2017 and its impact on the education sys-tem of the border region. The study was based on statistical data from open Internet sources dedicated to the monitoring of Russian universities, one of the characteristics which are given the number of students and percentage of foreign students from the CIS. Using these data we calculated the number of foreign students from the CIS in relation to the given contingent of students for a specified period. Analysis of the results allows to conclude that the small changes in the values of the given contingent of students for a specified period in the Omsk universities (scale is 7.7 % compared to the minimum value) there has been a steady increase in the number of foreign students from CIS countries, which totaled over a five year period nearly 353 %. At the same time in 2017 in relation to the reduced number of students of the six largest universities in Omsk, the number of foreign students from the CIS was 13.7 %, which certainly has a significant impact on the education system of the region. The author has formulated recommendations for managers interested in attracting students from the CIS for training in their universities, which aim at effective adaptation of foreign students to pass exam and entrance tests, and teaching in Russian universities.
Comparative analysis of the values of the given contingent of students and weights of the number of foreign students from CIS countries in six similar universities of Omsk and Novosibirsk, for example 2017, confirms the hypothesis that the choice of University applicants from the CIS, first of all take into account the proximity of its location to the country of residence.
Scientific novelty of research results is to identify on the basis of statistical analysis over a five-year period of rapid growth in the number of foreign students from the CIS (almost 3.5 times) in the six largest universities of the city of Omsk with minor variations given the number of students, and as a result, in 2017 their share made up almost 14 %, which certainly has a significant impact on the edu-cation system of the region.
Presented in this article the results of the study can be used by decision makers when developing strategies for the development of the higher education system of the Omsk region and heads of higher edu-cation institutions of Omsk.
