BUSINESS PARTICIPATION IN REGIONAL SOCIAL POLICY THROUGH THE IMPLEMENTATION OF PARTICIPATORY PRACTICES (ON THE EXAMPLE OF REPUBLIC OF BASHKORTOSTAN)

Abstract:

Currently, due to the negative growth rates of Russian economy reducing the revenue potential, the Russian regions are experiencing significant difficulties with the maintenance of the social obligations, of the tasks given by the government and their own territories development. The new state technology to im-prove the effectiveness of regional policy is the increasing involvement of citizens in the issues of state and municipal control and business involvement in these processes. The aim of the article is the analysis of so-cial projects and programmes of the Republic of Bashkortostan initiated by the public authorities, the im-plementation of those is carried out with the participation of the business community; it is also to identify the business role in projects with a participatory and forward-looking mechanisms for interaction between citizens, business and government, to develop recommendations for increasing participation in the business projects of the initiative of the budgeting. The tools used in the process of analysis allow to highlight features of the implementation of participatory practices in municipal entities of the Republic of Bashkorto-stan, which have diversity in the level and format of project support and justify the need for a differentiated approach to technology of local initiatives.
