Abstract:

An increase in the level of food security in the region is impossible without funding for relevant measures and mechanisms, including without close interaction between scientific, production and agricultural enterprises.
The purpose of the article is to justify the role of government programs as a way of financially ensuring regional food security.
In the course of the study, comparison and analysis methods are used to assess the volume and dynamics of financing state programs to support the agricultural sector of the Russian Federation and the Republic of Kazakhstan. Using the induction method, it is concluded that state programs can be used to finance regional food security measures.
The article identifies the main trends in financing state programs of the Russian Federation and the Republic of Kazakhstan. The problems of the functioning of the agro-industrial complex are demonstrated.
The conclusion is drawn about the role of state programs as a way of financing activities to ensure the food security of the region. The need for a regional Economic Security Strategy as the basis of a regional investment and budgetary policy for the development of the agro-industrial complex is shown.
