Abstract:

Introduction. It is a research on a problem of formation and regulation of rural territories labor ca-pacity. The purpose of the article is the development of labor resources balance as a basis for social and economic development forecasting in rural areas of the region.

Materials and Methods. The research was conducted on the basis of market researches, generaliza-tion and systematization of scientific and statistical data.

Results. The author’s position on staff adaptation to modern conditions of world economic commu-nications, improvement of personnel vocational training and retraining system in the direction of its graeter compliance to requirements of labor market is formulated in the article. The technique allowing revealing disproportions between directive lines of long-term target programs and their staffing is offered. In addition to the existing mechanism of formation of balance of human resources in rural areas of the region it is of-fered to carry out monitoring of Omsk region agricultural organizations requiremens for workers on a con-stant basis.

Conclusions. The implementation of the project proposed in the study will make it possible to identify additional reserves in the composition of the population of rural settlements for their involvement in the pro-duction sector. The positive effect will be provided by optimization of network of educational institutions of professional education, development of public-private partnership in the sphere of training of personnel.
