Abstract:

Introduction. The study is dedicated to the problem of the logistic infrastructure impact on the sup-ply chains stability in the framework of import substitution program. The purpose of the article is to deter-mine the general economic and specific factors of the logistics infrastructure objects formation and location on the example of the industry of a constituent entity of the Russian Federation. Materials and methods. The research is carried out basing on the methods of cognition (deduction and induction, synthesis and analysis), systematization, generalization, formal modelling of the studied processes, as well as on dialectic, historical-logical and cybernetic approaches.

Results. As a basis for the strategy of supply chains stability formation, a decision-making model for managing a stable supply chain has been chosen; it sequentially identifies the development stages of a lo-gistics strategy aimed at sustainability are. Within the framework of the study, general economic and spe-cific factors of the logistics infrastructure objects formation and location were determined for the produc-tion and logistics clusters, including the timber industry complex, using the example of the forestry com-plex of the Omsk Region.

Conclusions. The following conclusions are drawn: it is necessary to create multimodal transport and logistics centers on the basis of the core network of terminal complexes of the Omsk Region. The authors have developed a model for a regional transport and logistics cluster formation in the Omsk Region and it can be used as an integrated regional transport and logistics system.
