Main formation stages of disabled persons education

Abstract:

This article is devoted to the study of the main formation stages of inclusive education development for children with disabilities (HIA) in Russia and Europe. Education as a process of certain knowledge and skills accumulation is an integral part of socio-psychological adaptation and integration of children in society. Inclusion aims to provide such children with access to knowledge accumulated by mankind and to the cultural and historical heritage.
The study is based on a retrospective analysis and investigation of relationship evolution of all participants in the inclusive educational process from the 9th century BC until the 19th century AD.
The result is an understanding of the fact that evolutionary changes in respect of people with disabilities have certain historical periods. There were times in history when people with disabilities were got rid of, annihilated, expressed sympathy and care, treated and taught. They were expelled from society because they did not “suit” it, they were subjected to forced sterilization; when they were objects of ridicule, they were forcibly sent to closed institutions and psychiatric hospitals where many of them stayed till the end of their lives.
It is concluded that for a long time the policy of many states regarding people with disabilities was pointed in one direction i.e. to make them «invisible» and hide from a biased society. Lack of education, neglect, prejudices and fear are social factors being an obstacle to the skills and abilities development for people with disabilities and led to their isolation.
