Abstract:

Introduction. The motor transport system, being a subsystem of the Transport System of the Russian Federation, on the one hand depends, and on the other hand, has a significant impact on the economy of the Russian Federation, which increases the relevance of studying the possibilities of its development. At present, the development of the motor transport system is determined by the Transport Strategy of the Russian Federation for the period up to 2030, the implementation of which is difficult to forecast in the future, including due to the lack of proper detailing. In this regard, the issue of monitoring and forecasting the development of the motor transport system for the delivery of goods at different levels of management is relevant.
Materials and Methods. The basis of the study is a review of the scientific literature, a study of the data of the Federal State Statistics Service, information on the official websites of government bodies, and the use of system analysis and synthesis methods.
Results. The article formulates the idea of the structure of the motor transport system, which enables to monitor and forecast the prospective state of the object of the study. The author investigates the directions of the formation of target indicators for the development of the motor transport system, the methods of cluster formation at the meso-level (the regional decision-making level).
Conclusions. The motor transport system of the Russian Federation is a three-level system, including macro-, meso- and micro-levels. Each level includes a management system and a managed system. Macro-level indicators as a whole are formed by aggregating indicators of the system of lower levels of management. Regional clusters describe the meso-level. The micro-level can be represented by transport departments of enterprises, as well as by individuals, by large, medium, small and micro-enterprises engaged in commercial transportation.
