Abstract:
The article addresses the current problem of ensuring the innovative development of Russian regions in the
context of sanctions pressure and the national course towards technological sovereignty. Using Krasnoyarsk Krai, a region
with significant industrial and raw material potential, as a case study, the author identifies systemic contradictions and
barriers hindering the transition to an innovation-driven economic model. Based on Rosstat data, a comparative analysis
of the region’s socio-economic and innovative development indicators is conducted, comparing them with the national
averages and data for the Siberian Federal District. The research results reveal profound structural imbalances: a critically
low and unstable share of innovative products, a decrease in science funding as a percentage of GRP, a decline in human
capital and inventive activity, alongside an increase in the implementation of borrowed technologies. A significant lag
behind the targets of national projects and the Concept of Technological Development has been identified. It has been
concluded that existing approaches to regional innovation policy are ineffective, and the need has been demonstrated to transition to a coordinated model focused on the specific needs of the region’s key sectors and on creating a favourable
environment for the generation and commercialisation of knowledge.
