Methodological program to form functional literacy in pupils

Abstract. The article substantiates the methodology and methods of pedagogical research focused on the
schoolchildren’s functional literacy formation; they are presented as one of the modern results of education. In the
works of Russian researchers, individual components of the functional literacy formation are developed, private methods
are presented, and the economic effect of the functional literacy development for the country is substantiated. Science
has accumulated sufficient material on the functional literacy formation problem but at the same time, the universal
pedagogical system has not been substantiated. It which would allow creating conditions to train functionally competent
students. The practical relevance of this problem is determined by the search for productive pedagogical means of
increasing the level of functional literacy of schoolchildren, which occurs in all world education systems, including Russia.
The purpose of the study is to substantiate the research methodology and practical system for the formation of functional
literacy of schoolchildren. The research methodological program is a complex of general scientific, paradigmatic and
instrumental approaches. In the process of achieving the research goal, a complex of general scientific methods was
used: analysis, synthesis, description, generalization, systematization. As the result of the study, the following thesis
was substantiated: functional literacy should be studied as an interdisciplinary phenomenon and it can be considered
as a modern result of education. The author’s methodological program of this process study is presented, it includs the
following approaches: systemic, sociocultural, the concept of social constructivism, the concept of local communities,
linguodidactics; each of them is used to solve relevant research problems. The technology of functional literacy formation
in schoolchildren has been substantiated.
