Dynamics and structure of federal financing US R & D abroad

Abstract. Federal funding for research and development carried out by the United States outside the country is an
integral part of the state policy of scientific and innovative development of the national economy. Our goal is to study
the spatio-temporal features of this funding related to the volume, dynamics and structure of its implementation by the
US federal government through customers, which are ministries and departments – on the one hand and countries
(regions) of the world – executors of contracts in the form of specialized R & D – on the other, carried out over
70 years (1949 – 2019). Using the techniques of historical, abstract-logical and statistical-economic methods, the results
are obtained that reflect the positive dynamics and flexible structure of federal funding for overseas R & D in the United
States, based on scientific and technical specialization and technological cooperation. The conclusion is made about the
external economic correspondence of the investigated activity to the tasks facing the United States as the main innovation
center of the global world, at least in the considered “ancestral” period of time.
