Reflection of the processes of intellectual resources formation and use in the regional Russian press

Abstract:

The purpose of the author of the article is to reveal the specifics of coverage by regional newspapers of the processes of formation and use of intellectual resources in the regions of the Russian Federation. The freedom of social creativity is manifested in a public discussion of the processes of formation and use of intellectual resources, the interaction of participants in social practice. A system of intellectual resources, as a set of subsystems and elements, that are in regular interaction or interdependence, as an open dynamic system, exchanges information with the external environment. However, the exchange of information between the systems of the regional press and intellectual resources is at an early stage, the interconnections of subsystems and elements of intellectual resources with the life of the regions are yet to be thought by journalists. By updating the picture of the world, the media can reflect the impact of intellectual resources on society. Connections are established between the themes of the content model, which can become elements of the formed system of media illumination of the processes of formation and use of intellectual resources. The establishment of a system of coverage by regional newspapers of the processes of formation and use of intellectual resources is accompanied by a transition from one state to another, from simple to complex, by the interaction of progressive and regressive changes.
There is an imbalance in the way the press reflects on the formation and use of intellectual resources in various spheres of activity of society. The regional press system reflects part of the diverse information accumulated by the system of intellectual resources. In the structure of the emerging system of informing the audience about the processes of formation and use of intellectual resources, on the one hand, numerous publications about the results of creative work in culture and art and utilitarian knowledge and, on the other hand, single journalists’ works about human capital and corporate culture, innovations and intellectual property are weakly linked. The regional press most often presents the results of innovative activities as a perspective, likely achievements.
