EXTRABUDGETARY FUNDING SOURCES PRE-SCHOOL EDUCATION (ON THE EXAMPLE OF VOLOGDA)

Introduction. Modern education urgently needs to include the educational institutions of the parental community. The article analyzes the forms of participation of the parental community in the development  of the material base of preschool education.

Materials and Methods. The informational basis of the research results is the data of a sociological survey of parents of preschool children held in the city of Vologda (2018, N = 868 people) in accordance with the author’s methodology and with the help of original tools. The study used a two-stage sample, which previously passed nesting and quoting.

Results. The article explores the contributions of the parental community in the legal field to the ex- pansion of the material funds of kindergartens (charity, donation), and the significant role of parental self- government at all stages of these procedures is noted.

Conclusions. The article concludes that the activities of parents in the direction studied are often accompanied by illegal phenomena (fund-raising, bypassing the rule of law). Doubts also increase the legitimacy of the transfer of state functions to the parental community. In conclusion, based on the positive experience of the city programs implemented in Vologda, proposals are proposed to expand participation in the development of material funds for the formation of not only the state and parenthood, but also business, as well as civil society structures.
